Black Ops Combat Training Developer Modes
Instructions
- In multiplayer settings, enable console (~)
- Open a combat training game
- Configure game settings (difficulty, number of bots, etc.)
The game mode and map you selected will then load. When you have connected to the game, you can invite friends to play as well.
Game Modes
Objective Based Modes
Unfortunately bots cannot play objectives in these game modes. They will only fight each other like a standard team death match and will ignore the objective points. Interestingly bots will occasionally pick up flags and bombs, but this does not appear to be intentional behavior.
This is worth checking out if you want to play some of these multiplayer modes with friends and want to populate the map with bots.
Wager Modes
Because wager game modes are not objective based, all four can be played solo or with friends. The bots offer a pretty good challenge on higher difficulty.

Worth mentioning these commands even though you don't have to access them through the developer console.
Other Notes
Switching game modes in an active server can lead to unintended side effects. For example, if you are playing a game of gun game where choosing a class is disabled, and switched to a different mode like "Free For All", you will not be able to select a class (it defaults to Assault).
So when you want to switch game modes, it is best to create a new combat training session.

Final Thoughts
This will hopefully give Black Ops a bit more longevity. For private matches with friends, it's nice to be able to play objective-based modes with bots. Even if the bots aren't programmed to complete the objectives, they provide a good fight while you and your friends focus on the objectives. And it's nice to be able to play wager matches solo or with friends given these matches are almost non-existent online.
However if you are interested in playing a Call of Duty game with bots[callofduty.fandom.com], checkout Black Ops 2 or any Call of Duty title after it. These titles support bots in most if not all of their multiplayer game modes.
