How to turn on UNLIMITED AMMO for custom levels.

So you have to go to SCENARIOS and go to the modifiers and turn on unlimited ammo.
And then you can just leave the scenario chooser and go to PLAYER CREATED LEVELS and look in the bottom right and you can now see you have Unlimited Ammo in your modifiers!
