In order to get all the good perks we're going to need the following SPECIAL stats:
ST 4 PE 6 EN 5 CH 4 IN 9 AG 6 LK 6
Make sure to get the Intelligence bobblehead (in Rivet City) ASAP as IN 10 will give you the maximum amount of skill points (20 per each level up). But it's also okay if you don't rush it, there are more than enough skill books in the game to get each skill to 100 even with IN 9.
Ignore all the other SPECIAL bobbleheads until you reach level 30 and take the Almost Perfect perk which will raise all your SPECIAL that are below 9 to 9 so that you can get them to 10 by collecting their respective bobbleheads after getting the perk.
Alternatively, you can start with IN 10 and deduct that point from either ST or PE and then get either the Ant Might or Ant Sight perk from the Those! quest. It will be a waste of the Intelligence bobblehead however.
Yet another option would be to deduct the point from LK and get the Lucky 8-ball, but this stat bonus is only semi-permanent, meaning while it is valid for getting perks on level ups, it will be gone when the ball is removed from your inventory. For this reason, make sure you don't have the Lucky 8-ball in your inventory when receiving the Almost Perfect perk because this way it will raise your Luck to only 8.
Perks
You get a perk on each level up starting from level 2, and the level cap is 30, so there's a maximum of 29 perks you can get. I suggest taking the following perks in this order.
Note that while our SPECIAL stats are already fine tuned for this build, keep the following skill requirements in mind:
Explosives 60, Science 60, Medicine 60, Unarmed 70, Sneak 80, Melee Weapons 80
Skills
- The number of skill points you receive on a level up is 10 + IN + 3 more if you have the Educated perk (which we will be getting at level 4), so from level 4 on you should be able to distribute 23 skill points in total.
- The Comprehension perk (which we will be getting at level 5) makes you get 2 skill points from reading a skill book instead of 1. There are 324 skill books in the game (roughly 25 for each skill), meaning you can get 648 extra skill points.
- Don't read any skill books before you get the Comprehension perk, except for the Grognak the Barbarian comic book which you get on your birthday during the childhood section. It will be lost otherwise.
- There's a bobblehead for each skill and it gives +10 skill points permanently.
- Finding and reading all skill books (with Comprehension) and collecting the bobblehead will give you +60 to a skill. So generally speaking there's little reason to keep investing points in a skill beyond the perk requirements.

Note that all of these cap out at 85%, so with these base stats it's trivial to reach the cap with any mid-tier armor. I'd recommend Ranger Battle Armor and Ledoux's Hockey Mask (missable) as the best equipment for this build. Lag-Bolt's Combat Armor is very good too, but comes very late in the game.
