Any of the merc outfits you find in the wasteland should serve you well, simple yet intimidating. (Not to mention very easy to find) Any armor designated "light" in the Pip-Boy should be fine. Headgear isn't mandatory but it is recommended, any and all masks or hats are acceptable.

Ever since the NCR and the families of the New Vegas Strip signed the New Vegas Treaty, you've felt a disdain towards the NCR. You don't trust that they'll recognize New Vegas independent and feel that they're trying to take over by setting up outposts and military bases, plotting a takeover, and eventually assimilating the Mojave into the NCR. You won't directly attack NCR troops on site, instead, you'll earn their trust to get close to President Kimball. You know what you must do when you see him, it's for the good of the Mojave and the Independence of New Vegas... You find the Legion appalling, they're domination of smaller, helpless settlements, their use of brutal and cheap warfare tactics, and their megalomaniac leader with New Vegas set in his sights. The Legion are far worse than the NCR, you don't just want to send them back, you want to completely wipe them out, everyone including Caesar and Lanius. You admire the lengths the Boomer’s go to protect their home, even if it meant nearly getting killed reaching them. You like their isolated nature, their stalwart independence from the outside world. Sentiments aside, they’d be a powerful ally to bring judgement onto that dog Caesar and his Legion. You will support the Boomers, and in turn, they will support you… Uncivilized, repugnant, vile… Just kill them all, will you? Make sure if you’re going to do so you also deal with their leaders; Nephi-Driver, Cook-Cook, Violet, Motor Runner… It’s a bit strange to see Brotherhood so far out west isn’t it? And they’ve been fighting with the NCR? AND they have no right to be there in the first place other than a kleptomaniacal obsession with hoarding technology? The MOJAVE’S technology? Wipe them out… Drugs, prostitutes, gambling... Reminds you of home doesn't it? Stay on good terms with the Strip, the Gomorrahs are expendable though
