How to do it.

open the game
press single player
press "New Game"
select france and press "Okay"
Make sure not to have ironman mode on, and press start game
Open the console menu.
do the command, allowdiplo
right click on germany to open the diplomacy menu, and click declare war.
put in the console the command: op
While holding down the cntrl button, click every single german state.
At midnight, they should capitulate
