The 4 Step Recipe

  1. Befriend unsuspecting AI or Player
  2. Trade for all their gold while in return giving them all your gold per turn and 1 luxury resource (important you only have 1 of the luxury resource)
  3. Destroy the luxury resource -> trade gets cancelled with no war mongering penalties
  4. Buy copious amounts of opium and lay waste to their ruined economy
